The Boat Safety Certificate ...Is It Value For Money?

I find it hard to understand how much is being charged for boat safety tests.
A MOT costs £45 and is far more extensive.
Some are paying in excess of £200 and apparently £80 of that is for two PDF files.
Can it be justified?
Not at over £200 can't!
