How Welcoming Is The Norfolk Broads?

I stumbled across this welcoming sign at Coltishall Common moorings earlier....feet away from the Rising Sun Inn.

First off all, is it even true? Is someone actually likely to get fined £500 for using a canoe/kayak or SUP board?

Furthermore, the concept of tolling craft which are most likely used once, twice maybe three times in the high season is ridiculous and unsustainable.

In addition, it's quite possibly unenforceable.

I think it's time to have a whole new administration introduced on the Norfolk Broads. Furthermore, one which encourages visitors and not one which aims to rinse every last penny out of waterway users...or is it a coincidence that right next door is a canoe hire?
