The Norfolk Broads Is Getting Worse & Not Better!

It's been roughly six years since most bins were removed from Norfolk Broads public staithes. Sutton Staithe has been the most recent victim of this environmental debacle.
During this time, the Broads Tolls have gone up exponentially, however, the facilities have disappeared. The electricity at Sutton Staithe got turned off because it was being overused by certain boaters, apparently. I can't quite see how it can be abused if it's a pre-pay system. Surely the mooring is being abused, and therefore, every other boater must go without the use of facilities as a result. Bear in mind that every toll payer would have contributed to the existence of this facility in the first place.
So what that actually breaks down to is the actual toll payers have facilities removed from their availability because non-toll payers are abusing them.
So is this the same with rubbish bins?
Boat tolls are paid to use the waterways and because the bins get reclassified as commercial/business waste...they got taken away and are still disappearing.
Stalham Staithe was taken over by the Broads Authority some years ago now as it was derelict and was being seriously abused. However, on passing it recently, I could not help but see just how overgrown the reeds in the corner now were. They have been allowed to grow at such a rate that now the space for maybe two boats have now completely gone.
