I am sure most boat owners are prepared to contribute to the maintenance of the Norfolk Broads, it's big and it needs attention at all times.Definition of a toll.
A toll is a fee or charge imposed for the use of a particular service or infrastructure, such as a road, bridge, tunnel, or other transportation facilities. Tolls are often collected to fund the maintenance, operation, and development of these infrastructures. The fee can be a fixed amount, based on distance travelled, or vary depending on the type of vehicle or time of day.
However, the Broads Authority toll system is quite simply draconian and hugely imbalanced with boat ownership.
Quite simply put, the toll system should be a pro-rata scheme. This would mean that when your boat goes in the waters you pay a yearly toll that lasts a year. So if your boat goes in the Broads in January or any month up till December, it lasts for a year.
The notion that you must pay a full year's toll even if your boat goes in the waters between April and December is outrageous and unacceptable from a civilian perspective.
The main definition of a toll is the payment of funds for the right of passage on a bridge or road etc. If your boat is not in the water then you are still paying for the right of passage when your vessel was not even in the rivers....that is totally corrupt in my opinion.
How can you possibly be expected to pay a full year's toll if your boat goes in the water halfway across the year? In addressing this issue with the Broads Authority, the response you will receive is that the Broads Act would have to be changed to address this issue.
To pay for rights of passage when your boat is not in the water is unacceptable and it needs to be stopped.
Every boat owner should be able to buy a year's toll at any time during the year, with no excuses.
