The original purpose of a public staithe was to unload and load.
There is no right for local residents to moor indefinitely...that is a fallacy.
My advice to boaters is to moor up, unload,load and disembark..... why change a system which obviously worked well....till the railways
If the BA have control of it then they will but Stalham is not under their jurisdiction.
I think it would be an excellent crowd funding project as could be turned into something more viable that would help the local community rather than bring it to gridlock.
To be technically correct they are not sure who owns the staithe, Someone will own it, but they might not know. It may even be the lord of the manor's decendants from Hundreds of years ago. The Most likely resolution would be for the parish council to register it as common land and if no one objects (that has a claim ) they get it. But I doubt the parish council would like the cost of being responsible for the maintenance.
