Sunken Boat In Norwich

I see the EDP have written about a sunken vessel in Norwich City.

Not unheard of in the city, quite common for boats to be abandoned and later to sink.
However, one can see it is in a dangerous place with regards to navigation and must take priority.
What I can conclude from this is that when one considers the sunken houseboat on Sutton Broad, if it had gone down literally a few feet further back then it would almost certainly have been dealt with by now.
If the owner of the sunken boat can not be held accountable despite still being on the Norfolk Broads and the Broads Authority have apparently no interest in the wreck, then what can possibly happen to it apart from it sitting there ruining everyone's boating?
