In a protest against mooring fees, a man, William Emmerson, allegedly adorned his boat with offensive language, including swastikas, directed at the Broads Authority. The incident occurred at Sutton Staithe near Stalham, where complaints arose regarding the boat's obscenities. When confronted by a Broads ranger on October 10, Emmerson reportedly dismissed the display as an "art installation." The authorities attempted to conceal the boat with a tarpaulin, but it was apparently removed and by who is not known. Emmerson denied charges of threatening behavior and theft, choosing to have the case heard at Norwich Crown Court.
