Do Away With The Boat Tolls?

If a boat is used in the high season and then spends the winter either on a dry dock or sitting in a mooring doing nothing other than floating, is it justifiable to pay a BA toll for this redundant period?
I mean if you go across the Dartford Bridge then you a pay a toll which makes sense but you don't pay it when you are not using it.
The same applies for car tax
Therefore would it not be a far fairer policy to pay a boat toll when a boat is actually in the water or traveling through it?
One way this could be implemented is exactly the same way the congestion charge is monitored. A simple scan at Ludham bridge or any other bridge.
A camera at the exit of every boat yard.
That way people would pay for what they use on the Norfolk Broads rather than pay for what they don't.
Just a thought

I have no issue with my toll fee. I use my boat for about 3 1wks holidays and maybe 2 weekends a month between Easter and November. Having boated on the great ouse for 6yrs under the ea and paying nearly twice as much for a lot less.

Quite a lot. If you had a smaller boat under 23 feet then it is a lot cheaper.
