That is a parking meter on the Norfolk Broads....sorry boat mooring meter for an insignificant £10 per boat per night. That's all.
Either they intend on milking the hire boats or have chronic liveaboard-phobia.
Personal I think it is a phallic symbol that would suit the landowners forehead a lot better than how it blends into the environment.
Anyway here is their prize for maintaining cultural history and environmental harmony.
